When my girlfriend and I do anything from cuddle to foreplay I leak semen constantly and in an excessive amount.

With your girlfriend you are excited, emotional and your mind tells your body that you would like to make love to her. You have no control over your body. At your young age it is normal to experience pre cum in some situations. All you need is time to mature and more experience. You can have sex from now and into the future . It will become more manageable.
